I AM directed by Mr. Secretary Harcourt to acknowledge the receipt of your letter of the 10th January, forwarding a copy of a telegram from the British delegates to the Opium Conference with regard to certain amendments to the draft convention which have been put forward by the German delegates.

2. In the circumstances stated in the telegram Mr. Harcourt will not offer any objection to the course which the British delegates propose to take.
